The XVI Particles and Nuclei International Conference (PANIC02) will
be held in Osaka, Japan, from September 30 to October 4, 2002.  This
is the one in the series of conferences of PANIC following the one at
Uppsala(1999).  In this conference we discuss current experimental and
theoretical studies of Particles and Nuclei.

Second Circular
^^^^^^^^^^^^^^^

This is the second circular of the XVI International Conference on
Particles and Nuclei (PANIC02), which will be held from September 30
to October 4, 2002 in Osaka, Japan.  The conference venue is Osaka
International House, which is located in the downtown of Osaka city
and has access by a 30 minutes bus ride from Kansai International
Airport.  The old capitals of Japan, Nara and Kyoto, are nearby.  The
conference is hosted by RCNP and Department of Physics, Osaka
University.  The conference is supported by Monbukagakusho (Ministry
of Education, Culture, Sports, Science and Technology), International
Union of Pure and Applied Physics (IUPAP), KEK, YITP, RIKEN, and Osaka
city where conference site is located.

The PANIC conference has been held every three years, last one at
Uppsala in June 1999.  We believe the coming PANIC is very important
to summarize the present status of the research fields covered by
PANIC and to identify the directions of the research in the beginning
of the 21st century.  There are many active researches being performed
in various institutes.

The recently constructed machine is RHIC of Brookhaven, which widens
the research fields pushed by many physicists over the world.
Recently, RCNP, the host institute started to take data by using the
GeV photon beam.  New machines, JHF and RIKEN-RIBF, are now under
construction in Japan and will be producing exciting data in the near
future.  Many experimental data are being produced in the area of the
neutrino observatories all over the world.

The theoretical development is also worth mentioning.  The strong
interaction physics is now calculated by the lattice QCD simulations
due to modern computers.  The monopole condensation picture of
confinement is being supported by the lattice QCD.  The chiral
perturbation theory is highly developed and its validity is
demonstrated by comparing with the existing data.  The standard model
parameters are being extracted theoretically by using the B-factory
data.  We have a lot of developments in the research fields covered by
PANIC.

- Hadron interactions at intermediate energy
- High Energy QCD process

- Neutrino physics
- Flavor Nuclear Physics
- Exotic particles and antimatter
- Nuclear and particle astrophysics
- New facilities and instrumentation

Scientific sessions are organized to include these subjects.

2. Preliminary Scientific Program

The conference consists of plenary sessions, parallel sessions and a
poster session.  Plenary sessions are composed of invited talks, and
parallel ones are of invited talks and oral presentations selected
from contributions.  A preliminary schedule is on our web.

4. Call for Contributions

Abstracts of contributed papers within one page are accepted.  We
accept postscript and pdf files.  Accepted abstracts will be open to
public on our web site, when the program is fixed, a couple of weeks
prior to the conference.  Deadline for the abstract is April 26, 2002.

8. QCD (Lattice QCD, effective theory, confinement, etc.)
9. Flavored matter (hypernuclei, baryon-baryon interaction, etc.)
10. Nuclear and particle astrophysics (cosmology, neutron stars,
   dark matter, etc.)
11. Facilities and Instrumentation

Please select appropriate sessions at most two for your contribution.
The poster session will be held as a part of the conference.  Details
of the poster size and presentation style will be announced in the
final circular.

5. Call for Informal Meetings

Scientific sessions end at 17:45.  However, the conference site is
available until 20:45 for informal meetings.  Those who wish to hold
informal meetings should send a request to scientific secretary
(panic02__AT__rcnp.osaka-u.ac.jp).  The request should include information
on:

1) title of the meeting,
2) e-mail address of the coordinator, and
3) the number of expected participants.

So far we have accepted following meetings and we will accept as many
as we can.

- Experiments at JHF; T. Nagae (KEK)
- Experiments at SPring-8; H. Shimizu (Tohoku) and  T. Hotta (RCNP)
- Polarized Collider at year 2010; H. Enyo (RIKEN)

6. Proceedings

The proceedings of the conference will be published which include
invited talks and oral presentations.  A copy of the proceedings will
be mailed to each registered participant.

7. Poster

Posters have been sent to laboratories all over the world.  You can
also see the poster on our web site.  Since we still have some more,
we can send a poster to those who wish to have it.  Please send an
e-mail which includes your mailing address to
panic02__AT__rcnp.osaka-u.ac.jp.  This service is not available after the
end of March or we have no posters.

8. Conference site

The conference cite is Osaka international House (i-House) in Osaka.
It is situated in the central region of Osaka City on the
Uemachi-Daichi hill. There are many interesting places near by ; the
Shitenno-Ji temple (the first temple founded in Japan, within 1 km),
Shinsai-Bashi/Douton-Bori (Shopping, cinema, restaurants, a flood of
neon signs in Minami district, within 2.5 km), Osaka-Jyo castle
(within 3 km ), and other attractions.

8.1. Computer terminal

We will prepare Computer terminals and network port (10Base-T) to
hook-up your note book computers at the conference site. We encourage
you to bring your note book computers.

8.2. Video projectors

We will prepare LCD projectors for your presentation.  The projectors
may have limit on resolusion and operating system which will be given
in the final circular.

9. Registration and accommodations

The registration fee is 40,000 yen for each participant (30,000 yen
for each student), which includes the reception, the banquet and the
conference proceedings.  Early registration for which payment has to
be made before July 31 affords you a reduced rate of 35,000 yen for
each participant (25,000 yen for each student).  The registration can
be made from the end of April. Relevant information on the

10. Social Events

We have welcome reception.  Coffee and snacks will be served at the
registration September 29 (Sun) evening.  Excursion is scheduled on
October 2(Wed) afternoon.  Banquet is scheduled on October 3(Thu).
Before the banquet we have a small concert.  The programs for
accompanied persons will be available on our web and the information
desk at the conference site.

11. Visa

Visa is required for entering Japan from some countries.  Participants
who might require visas should visit our web site

13. Final circular

The final circular will be sent to all the registered participants. It
will include detailed information on the scientific program, the

ニュートリノ物理ではKamlandの結果の発表も予定されています。高エネルギー
原子核衝突や中高エネルギー原子核反応の研究、また対称性に関する研究など
